Digital tools help after the question is clear
A model is useful when someone can say what decision it is supposed to change.
More data does not settle a field problem by itself. Someone still has to name the decision, the evidence that would change it, and the person who will act.
We use digital tools in that order: the question, then the evidence, then the system that keeps both visible to the people doing the work.
