Water is a design constraint, not a late permit step
If water shows up after the facility is drawn, the project inherits the problem.
Water supply, quality, and where it goes afterward change the size and shape of a development. Treating that as a permitting task at the end forces the engineering to absorb a constraint it was not designed around.
Putting water in the room with the rest of the design does not make the constraint smaller. It makes the alternatives visible while they can still be chosen.
